Bill.com makes software that helps small and midsize businesses pay bills, send invoices, collect payments and manage expense cards. Accountants use it to handle the same chores for many clients at once. By June 30, 2026, about 479,300 businesses used its products, according to its annual report.

The company spent its first years in Palo Alto. Its 2019 filing to go public listed its main office at 1810 Embarcadero Road, near the Baylands and the airport. PayPal's 2001 headquarters was on the same stretch of road, at 1840 Embarcadero Road. The company has since moved to San Jose and renamed its public parent BILL Holdings. This profile sticks to dates and addresses from the company's filings and reputable reporting.

What the company does

Small businesses spend a surprising amount of time on paperwork: entering invoices, getting approvals, cutting checks and matching payments to the books. Bill.com moves those steps online and connects them to accounting software. Its main product lines are:

  • Accounts payable. Collecting, approving and paying supplier bills.
  • Accounts receivable. Sending invoices and collecting payment.
  • Spend and expense. Corporate cards and expense tracking, built largely on its 2021 purchase of Divvy.

The company also sells a white-label version to banks, which offer it to business customers inside their own online banking. Its 2019 filing described a network of businesses and their suppliers paying each other through the platform, with more than 1.8 million network members as of June 30, 2019.

René Lacerte and the founding

René Lacerte had already built one software company for small businesses. He co-founded PayCycle, an online payroll startup. He led it until November 2004, when he stepped down as chief executive. He then started work on the idea that became Bill.com.

The company's own filing gives the dates. It was formed in April 2006 as Cashboard, Inc., a Delaware corporation. It changed its name to Cashview, Inc. in September 2006 and to Bill.com, Inc. in December 2007. Early investors included August Capital and DCM Ventures, according to Forbes. Wikipedia still lists Lacerte as chief executive.

Many profiles describe Bill.com as founded in Palo Alto. Its filings do not say where it was founded, only where it was based by 2019. We treat the Palo Alto address as confirmed for its later private years and the founding city as likely but unproven.

The Embarcadero Road address

Bill.com's draft registration statement, filed with the Securities and Exchange Commission in 2019, says: "Our principal executive offices are located at 1810 Embarcadero Road, Palo Alto, California 94303." The building sits on the east side of town, just off Highway 101, in an office area between the freeway and the Baylands Nature Preserve.

The neighborhood has a payments history. PayPal's headquarters in 2001 was at 1840 Embarcadero Road, on the same stretch, before it moved to Mountain View in 2002. Our PayPal profile covers those years. Two Palo Alto payments companies, several years apart, ran their businesses from neighboring office buildings beside the freeway.

This part of Palo Alto is quieter than University Avenue. Office buildings near Embarcadero Road and East Bayshore offer more floor space and parking than downtown, which is why growing companies often land there. Our office space guide explains how the city's office districts differ.

Going public

Bill.com completed its initial public offering on the New York Stock Exchange in December 2019, under the ticker BILL. At the time of its filing, it said more than 76,000 customers used its platform. The holding company, formed in 2018 under another name, took the name Bill.com Holdings, Inc. in June 2019 and later became BILL Holdings, Inc.

Buying into new markets

With public market money in hand, Bill.com expanded by acquisition. In June 2021 it paid about $2.5 billion for Divvy, a company that combines expense management software with corporate cards. In September 2021 it closed its purchase of Invoice2go, a mobile invoicing app aimed at very small businesses and sole proprietors, for about $625 million.

Those deals turned a bill payment service into a broader set of financial tools for small companies. They also widened its customer base, from established small businesses with an accountant to freelancers and one-person firms sending invoices from a phone. By the time of its 2026 annual report, the Palo Alto years were well behind it.

The move to San Jose

Bill.com moved its headquarters from Palo Alto to San Jose soon after going public. Wikipedia dates the move to early 2020. Its fiscal 2026 annual report, for the year that ended June 30, 2026, lists its principal executive office at 6220 America Center Drive, Suite 100, San Jose. The company says the San Jose building is LEED Gold and Energy Star certified. It reported 1,683 employees on June 30, 2026.

Bill.com's move came in the same year the pandemic emptied offices across the region. Many Peninsula companies spent the next few years rethinking how much space they needed at all.

The move followed a familiar pattern. Palo Alto gives young companies an address near investors and Stanford, then runs short of space at a price that suits a growing headcount. San Jose's north side, near the airport, has larger buildings. Our San Jose guide covers the city for visitors.

Bill.com's place in the local story

Bill.com is a good example of a less famous kind of Palo Alto company. It did not come out of a Stanford lab or a downtown garage legend. It was a second company from an experienced founder, built for a dull but essential job, funded by Sand Hill Road firms and run from an ordinary office building near the freeway. Many of the companies that employ people in Palo Alto look more like this than like Google.

It also connects to the city's long run of payments and finance software. Intuit began here in 1983, selling Quicken to households that hated balancing checkbooks. PayPal grew up here around 2000. Bill.com followed on the same stretch of Embarcadero Road as PayPal's old office. For the full list, see our Palo Alto companies guide.
