Herbert Hoover Elementary is one of two PAUSD elementary schools without an ordinary attendance area. Families from anywhere in the district apply to it through the choice lottery. The district describes Hoover's approach as a balance of explicit direct instruction with structured, student-centered activities. Many parents simply call it the structured school. The California Department of Education counted 382 students in the 2025 to 2026 school year.
Our choice programs guide compares Hoover with Ohlone and the immersion programs. This page goes further into Hoover itself: its history and moves, the new campus, how the program works day to day, the 2026 to 2027 schedule and the commute. We do not rank schools or report test scores. Official data is on the California School Dashboard.
Location and the new campus
The address is 445 E. Charleston Road, Palo Alto 94306. The campus sits between East Charleston Road and Mitchell Park, near JLS Middle School and Fairmeadow Elementary, at the edge of the Fairmeadow neighborhood. The district's facilities records call the site "Old Ohlone," since Ohlone Elementary used it until 1982.
The campus is new. The district filed an environmental review in 2023 for demolishing and rebuilding the school with no increase in capacity. According to Verde Magazine, the Palo Alto High School student magazine, the old buildings came down in spring 2024. The rebuilt campus reopened on January 22, 2026, a few months behind the original plan for fall 2025. Students spent the construction years at the Greendell campus on Middlefield Road.
The magazine described the new campus as having a new bike lane, upgraded playgrounds, an outdoor reading space and an Innovation Design Lab for hands-on science and technology projects. The school's getting-to-school page still mentioned the temporary Greendell arrangement in late October 2026, so rely on current school messages for driving directions.
History: a structured alternative
Hoover's history page explains that PAUSD set up the school in 1974, when the district was experimenting with progressive and alternative programs. Ohlone offered an open classroom. Ventura School offered a progressive model based on William Glasser's "school without failure." Many neighborhood schools also reflected the open classroom movement of the 1970s.
Some parents felt those programs did not suit their children. They asked for clear expectations for academics and behavior, a consistent philosophy, single-grade classrooms and regular homework and writing. The district agreed to work with them on a school built around instruction in basic skills. Hoover began enrolling its first classes on May 4, 1974.
Three homes
The school has moved more than once. Wikipedia's list of district schools says Hoover first stood on Middlefield Road at Hoover Park. Our Hoover Park guide notes that the school moved away from the park in 1982. District facilities records say the Barron Avenue campus was formerly known as Herbert Hoover Elementary. The same records say the East Charleston site reopened as Hoover in 1998. That same September the Barron Avenue campus became Barron Park Elementary.
The school carries the name of Herbert Hoover, the Stanford graduate and 31st president, who is also honored by Hoover Park. Our profile of Herbert Hoover in Palo Alto covers his long ties to the city.
How the program works
Hoover's guiding principles describe a structured, teacher-facilitated, student-centered program based on state and district standards. The school lists these features:
- Three single-grade classrooms at each grade level, each led by a classroom teacher who directs daily instruction.
- Clear academic and behavior expectations and as few interruptions as possible to morning instruction.
- Limited classroom visits. Visitors come during three scheduled open house days each year and special events.
- Kindergarten parent volunteering, which the school calls essential, plus a kindergarten aide in each class.
- Instructional assistants funded through PiE who work with students in small groups and one on one. There is also a reading specialist for 1st and 2nd graders who need extra help.
- Individual progress reports for grades 1 to 5 in addition to district report cards.
- Buddy classes that pair kindergarten with 3rd grade, 1st with 4th and 2nd with 5th.
Enrichment includes art from trained instructors, Junior Museum and Zoo science lessons funded by the PTA, a schoolwide Invention Convention that the school calls unique to Hoover, yoga in classrooms and the Responsive Classroom approach. Hoover is a Project Cornerstone school, with parent volunteers reading monthly lessons on respect and standing up to bullying.
From fall 2026 the campus also hosts PAUSD's Young Fives class, a separate program for children who are old enough for kindergarten but not ready for it. That class previously met at Greendell.
Applying to Hoover
Any PAUSD resident can apply, but space is limited. The rules the school and district publish:
- Register your child with PAUSD first, during priority registration for kindergarten.
- Attend one of Hoover's parent information meetings. The school treats this as required before the lottery.
- Submit a choice program application. Each child may apply to only one choice program. Siblings and children of PAUSD employees must apply too.
- Watch for lottery results and reply by the deadline. For 2027 to 2028 the district lists applications from January 19 to February 19, 2027, the lottery on February 26, 2027 and replies due March 3, 2027.
Families not drawn go on a waitlist. When a seat opens they have 48 hours to accept. For grades 1 to 5, fully registered families can submit Hoover's own application to join a grade-level waitlist. Accepting a Hoover seat gives up the neighborhood school seat, as our enrollment guide explains.

Getting there
Because Hoover draws from the whole district, commutes vary more than at a neighborhood school. The school encourages walking and biking and publishes a Walk and Roll map. It offers pedestrian safety lessons in the lower grades and a PTA-sponsored three-lesson bike course with on-bike practice for 3rd graders. The entry points it describes:
- From East Charleston heading east, walk in on the Waverley bike path to the kindergarten crosswalk.
- From East Charleston heading west, use the sidewalk by the portables and the kindergarten gate.
- From the East Meadow side, walk through the Kids Club area to the crosswalk by the kindergarten playground.
- From Mitchell Park, use the crosswalk nearest the office.
Bikes are walked on campus and kept off the field, blacktop and corridors from 7:45 a.m. to 4:30 p.m. on school days. The campus speed limit for cars is 5 mph. The school asks drivers to pull all the way forward in the loading zone, keep children on the curb side and avoid U-turns on side streets. For visits, it suggests parking at Mitchell Park or on nearby streets. PAUSD does not run buses for most elementary students.
PTA, PiE and after school
The Hoover PTA funds the library's books and supplies along with science outreach and other programs. PiE pays for instructional assistants and art. The school's welcome letter describes a close partnership among staff, parents, the PTA, PiE and the Site Council.
Child care on campus comes from Right at School and the Hoover Kids Club, which Palo Alto Community Child Care (PACCC) runs. The school also lists another private provider and fee-based after-school classes such as chess, dance and speech and debate. Our after-school programs guide covers providers districtwide.
